Kegels work, yes. But it depends on what you want them to do.

Do they give your pelvic floor muscles more strength? Yes.
Do they give you better control over those muscles? Again, yes.
Do they make your vagina tighter? Only while you actively tense your muscles.

A vagina is a muscle, and it'll feel soft / open when it's relaxed. A tight vagina is generally a sign that you are either not relaxed or not aroused. In other words, being tight means that you are not ready for sex... it's like a boy having a flaccid penis.

On the other hand, exercising those muscles is a good idea, because yes, it will give you more strength and more control. It may make your orgasms better, and it will help you avoid incontinence later in life.
So do your Kegels, but please forget this silly notion of wanting to be tight. Instead, be open, relaxed and inviting... and once he's in, grab him with your Vag of Steel. :-)

See the links below. One of them gives you detailed instructions.
References :
http://www.scarleteen.com/article/advice/a_few_choice_words_about_tightness

I do them regularly, and for me, they worked!
It took a while for me to notice a change (about a month of doing them almost every day)
But, if you do them properly and keep it up you will benifit.

I don't have proof that they work but supposedly they do make it tighter because you are building muscle and exercising your vag when you do it lol.
